Is the current governance system clear and easily understandable? Please elaborate.

    From discussion at Spring Conference:
    *No. What is a governance group?? What does Core Theme Group mean? Who is a part of these and how do we find out? How are they defined and how are they different?

    *No. Not even to someone who is the chair of a Council understnads

    No clear delineation between policy and procedure. And if you are going to give Council the charge to create policy they should be able to pass it clearly to someone/something functional to implement. Who takes responsibility? Is there any accountability?

    Where does strategic planning fit in all of this?

    There is a woeful lack of clarity, from the top down.
    Councils and committees are unclear; Need more accountability between councils and committees.
    No communication to whole community.
    Need focused report to campus (monthly?) with bullets and deeper links.
    Not clear where or how decisions are made.
    Missions and scope are not always defined; results in lack of effectiveness.
    Distinction between systems as rules vs. systems as values.
    Minutes are not valuable; too much information
    Communications: here’s what it is, here’s what it means to you
    Need communications point-person (chair or co-chair role?) for each council and committee

    The system is too complicated. It is unclear how individuals and departments 1) can and should participate, and 2) are impacted.

    There is an overall lack of familiarity with the system (even for insiders)
    The role of councils and relationship between councils is unclear
    Unclear demarcation between policy, planning and implementation
    Mechanisms for participation and contribution are unclear

    It is not specified who makes decisions
    Difficulty understanding why certain decision-makers have that responsibility
    Lack of understanding of the role of collective bargaining in decision-making
    How are policies changed, interpreted, and implemented?
    General lack of discussion with respect to policies and decision-making
    If there is clarity in the governance system, then the other indicators for governance should improve
