Everyone should know what the system does and be able to get involved some way if affected, but they don’t need to be on committees.
Everyone at some level. If you don’t contribute, don’t complain.
Council system could be made much more effective by:
– improving representation/equity
– support specific charges/tasks
– processing dissent
– modeling transparency
President, VPS, Managers, Classified, Faculty, Students
All members represent college interest, NOT specific affinity groups such as union. Governance is not collective bargaining.
Students- defined ways
Faculty – instructional, non-traditional, full-time and part-time
Classified – advisors, support staff
Faculty AND Staff
Part-time faculty leaders – paid hourly rates to participate
Use policy making experts that exist within departments and divisions
Non-union members and union (leadership) representation
Students, not just student leadership
Reps from ALL employee groups
All people. Students, part-time, full-time, classified, managers
What is a “stakeholder”?
“Stakeholders” is too broadly define in the current governance system. “What is a stakeholder and how do we know it?” is a fundamental question.
DIVERSITY of people, perspectives, roles and backgrounds.
Apply an equity lens to the representation and participation question. Union and student leaders do not necessarily represent the diverse experience, views, and ideas of faculty, staff, and students in questions of policy and planning.
Develop application process for participation
1 council per person. Given release time and expected to participate fully.

Faculty should lead the academic program. There should be discipline faculty chairs; division deans should be rotated from the faculty.

Trying to define collaboration model when trying to make decisions want rule enforcement
Legal needs to be involved in policy creation much earlier
Administrators chosen by elective process.
Administrators should be elected by faculty and staff as their support team and have no say in hiring and firing.
